The Trust Board

The Trust Board is the governing body of the Trust, consisting of the Chairman, five Non-Executive Directors and five Executive Directors. The Board sets the strategic direction of the Trust and approves policies and service and financial plans. The Board ensures effective stewardship and value for money and monitors the overall performance of the Trust. It must meet its statutory duties and maintain high standards of corporate and clinical governance.

The Chairman is responsible for leading the Trust Board and for ensuring that it meets its responsibilities. The Chairman ensures the induction and development of the Non-Executive Directors. The Chairman represents the Trust in the local community and in the political environment.

As members of the Trust Board, Non-Executive Directors contribute to the corporate management of the Trust, bringing to the Trust Board a mix of skills, expertise and experience and independent judgement on the issues facing the Trust. Non-Executive Directors bring specific skills or interests, and participate in a range of committees and working groups.

The following are the Executive Directors of the Trust: Chief Executive, Director of Finance/Deputy Chief Executive, Trust Medical Director, Director of Nursing and Quality, Director of Human Resources, Director of Service Delivery and Improvement.

The Chief Executive is responsible for the overall management of the Trust and is the Accountable Officer. The management of the Trust is brought together into a management board known as the Hospital Management Board (HMB). The HMB is chaired by the Chief Executive and comprises the Executive Directors, the Clinical Directors, the General Managers and the Chair of the Medical Staff Committee.

The HMB considers strategies and service and financial plans for the Trust Board, ensures implementation and monitors progress. HMB meets monthly.

The Operational Management Group is led by the Director of Operations. Operational mamngers from each directorate meet fortnightly to coordinate the detailed operational work of the Trust.

The Trust Executive meets weekly. The function of the Trust Executive is to ensure that the Trust Board is well supported and informed,and that the executive work of the Trust and the HMB is timely and effective.

The Integrated Management Group is led by the Director of Operations and brings together human resources, finance, operations and implementation. This tactical and operational group is responsible for implementing, monitoring and reviewing key changes across the organisation as well as developing and implementing plans to achieve the seven key targets.

Clinical Directorates, led by the Clinical Director, are responsible for delivering clinical services to patients. The Directorates participate in the development of strategies and service agreements for their directorate. Directorates have defined objectives and resources to meet service and financial plans agreed annually.

The following clinical directorates have been established at the Trust: General Medicine, Obstetrics and Gynaecology, Theatres and Anaesthetics, Child Health, Emergency Medicine, Trauma and Orthopaedics, Diagnostic Imaging, Pathology, Surgery, Oncology and Haematology, Elderly Services and Special Surgery

The management arrangements in the directorates provide for a single focus of general management for the directorate. This manager ordinarily carries the title of Service Manager. Each directorate also has clear arrangements for professional leadership in each discipline. The Directorate Team includes a finance manager from the Finance Directorate, and is supported by a personnel adviser.
